Ship classes describe what a vessel is; this page answers where and under which current conditions it can be built. Keep those two jobs separate when troubleshooting.
When a ship cannot be built, separate the location question from the ship’s class, faction, tier and resource conditions. This guide gives you a current-check workflow without hard-coding a mutable port or cost table.

Port names, faction connections, blueprints and tiers are mutable. A community list can suggest where to look, but the live interface and current official update notes should decide what is publishable.
If the right port is open but construction is unavailable, inspect the current faction, tier, blueprint and material requirements before assuming the location is wrong.
Official development material can document the direction of shipbuilding systems without proving that every roadmap detail is already live. Treat roadmap language as mutable until the current build confirms it.
